This pre-industrial site for stamp manufacturing was built by architects Victor Baltard and Paul Lelong between 1846 and 1852. Since 1975, the complex has housed various tax and public finance departments.

The project involves the extensive renovation of existing buildings, with 4 or 5 levels of superstructure and 1 level of infrastructure.

The project calls for the creation of offices and housing.

The buildings feature neo-classical stone facades with elegant architectural elements and meticulous ornamentation and modenature. This architecture will be respected and, once the structures built in the 1950s have been removed, the original bays and arches will be restored, while the central courtyard will be fitted with a four-sided glass roof in the same style as the original.

At present, the site is strictly mineral: one of our priorities will be to plant it as much as possible.  The north courtyard will become a garden with a circular structure, the large central courtyard will be planted with trees and plants on its two levels, under its glass roof, and the south courtyard will be overhung by a plant wall set against the party wall. The private cul-de-sac on the north side will be replanted with medium-sized trees. The various non-sloping roofs will be horizontally planted.
